“Feeling down or depressed” is the feeling of momentary sadness. For example, you failed your exam. You feel sad about the result but you know that you can have a better result the next time.

“Having depression” means that you have prolonged sadness, you feel hopeless most of the time. An example is the loss of a loved one. You are unable to cope with the loss you don’t want to honestly talk about it so you put up your defense mechanism and still feel hopeless about the situation.
