Transport is the second largest source of European Union greenhouse gas emissions after energy thus representing a quarter of the total carbon dioxide emissions. Passenger cars account for 12% of the total emissions in the European Union. It has been observed that transport is the only major sector within the European Union that the greenhouse gas is still on the rise. Other sectors have experienced a decline of the carbon four oxide emissions while those from transport have been on the rise in the same period of time. Significant reductions in the greenhouse gas emissions are necessary if the European Union has to achieve its long term climate goals (Mortimore, 2015). There has been increasing damage towards the environment which is proceeding faster due to increase in the world population and industries. The increasing number of cars in the roads has contributed much to the air population. Factories and industries emit large quantities of carbon oxide, nitrogen and Sulphur that get into the air too. Different chemicals have been destroying the ozone layer and in turn have caused the greenhouse effect, and this has led to increased temperature levels (Le Page, 2016). This in summary does have diverse effects on the human health and in flora and fauna.
The European Union has in the past tried to establish a range of policies that are aimed towards lowering emission
from the transport sector. The policies have been adopted in several countries in which the target has been on reducing greenhouse gas intensity of fuels emitted from vehicles and also thee have been comprehensive legal frame work that have been put in place that will ensure there are reduced emissions from passenger cars and vans (Gulbrandsen & Christensen, 2014). Among the regulations that have been put by the European Union in the European Council did comprise three targets for 2020. First, there is need of a 20% reduction in the greenhouse emissions in the European Union from the levels of 1990. Second, there is need of raising the share of European Union energy consumption produced from the renewable sources up to 20% and lastly, having a 20% improvement in the European Union energy efficiency. These targets were dabbed 20-20-20 and they did confirm they shall be enacted from the European Union energy and climate package in 2009 (Nagy et al., 2014).
Reducing the road transport emissions does require less dependence in the fossil fuels and the most cost effective method of reducing this dependence lies on increasing energy efficiency. This will be achieved through improving the efficiency of vehicles as well as reducing Carbon oxide emissions, moving the passenger kilometers to higher efficiency modes and actually increasing the vehicle occupancy (Mortimore, 2015). There is need of encouraging the sales of fuel-efficient, low emitting cars through having a sort of strong price signal that will convey to the new motor vehicle buyers during the time of acquisition so as to facilitate a behavioral shift that will be geared towards buying fuel efficient lower carbon oxide emitting vehicles.
Among the cars that have been given preference in the market as well as excise duty preference are the diesel light duty vehicles because of their fuel efficiency (Le Page,).
