In 1969, the pressing need to protect our country and its natural environments became evident. A group of specialists including scientists, ecologists, and wildlife experts joined forces to create an organization dedicated to preserving our environment. This entity is currently recognized as the National Environmental Policy Act or (NEPA). It was officially inaugurated on January 1, 1970 by President Richard Nixon in response to public outcry for rigorous environmental safeguards following several profound ecological catastrophes. One such disaster involved a massive oil spill in Santa Barbara's coastal waters that inflicted substantial harm to thousands of miles of sea water and drastically affected marine life.
Environmental issues were not confined to a single matter. During the late 1960s, significant smog or severe air pollution was observed in areas both within and around Pittsburgh, which triggered public uproar. Moreover, wate
...r contamination in the Cuyahoga's rivers, streams, and lakes located in Cleveland, Ohio was another serious issue. These circumstances significantly affected our environment and led to the establishment of the first significant federal law. This initial step paved way for further legislative actions such as the clean air act, national ambient air quality standards, clean water act (1972), and endangered species act (1973).
The National Environmental Policy Act (NEPA)'s establishment was significantly impacted by the extensive freeway demonstrations that arose due to the demolition of various communities and ecosystems across the country during the creation of the Interstate Highway system in the 1960s. From that point forward, this law has been relevant to any project, regardless of it being federal, state or local, which involves federal funding, operations conducted by the federal government or permissions sanctioned by a federal entity.
The core objective of NEPA is to ensure an equitable evaluation of environmental factors alongside other elements in decision-making procedures within federal agencies.
The law also sets up the President's council on environmental quality (CEQ). The establishment of the CEQ was intended to provide guidance to the President when preparing the annual environmental quality report, which addresses how federal agencies are implementing the law and their stance on national policies. The Council on Environmental Quality, led by a permanent Chair, is responsible for managing NEPA. The Council is aided by a staff.
