Jefferson started with his discussion of human rights before discussing grievances because it allows for a better argument. If you start with an explanation of rights that the British would clearly agree with, and then you explain how you are not receiving these rights that they just agreed with, you put the opposition in a bad place and it helps your argument immensely.
