The role of the poor in modern society (as an example in American society) is the crucial question for all people. Herbert J. Cans has spent many years to find the crucial reasons why people become the poor and who the poor actually are. Her books and the article “The war against the poor instead of programs to end poverty” are closely connected with these problems. She states that people become poor not only when they do not want to work. Sometimes the structure and the atmosphere in society provoke a person to be the poor. No doubt, these reasons are significant, but why they have appeared at certain time. Nobody knows. Sometimes a person desperate to find a job due to he thinks that he will meet the same problems at other working places.

If a person does not want to overcome personal money problems, any social programs will be useless. There is an economic model that describes the changes in workers’ incentives to work when they get or not transfers. Generally, when an unskilled worker chooses between getting transfers and low salaries, the most choose the first scenario. A person compares his utility of different scenarios but not an expected income. Thus, the government payments decrease the incentives to find a job.

To sum up, being the poor or not is a personal decision. Nobody can help to struggle with the poverty. A jobless should make an own decision and neither relatives nor the government can do it from him.
