mainly on theoretical subjects, making up only 17% of the total course material. In higher education, there are six engineering schools with a combined enrollment of 15,000 students. Of these students, approximately 12,000 are enrolled in certification programs while the remaining 3,000 are pursuing advanced degrees.

Currently, there are a total of 000 students enrolled in engineering schools, aiming to receive education in technology and commerce. About 80% of these students are pursuing certification-level engineering courses. Furthermore, approximately 25% of the student population consists of female students. The government offers training opportunities through different agencies including MARA skills development institutes, Ministry of Youth and Sport Youth Training Centres, and Ministry of Welfare Services Training Centres.

Statement Of The Problem

The problem is that proficient and vocational establishments are out of date, and students are not aware of the advantages they offer.

Objectives Of The Study

The study aims to investigate the importance of proficient and vocational establishments.

* In order to improve the technical and vocational education system, the following research question is posed: What is the importance of technical and vocational institutions? What are the implications for students regarding the importance of having technical and vocational institutions?

* The significance of this study is to assist students and teachers in identifying the importance of having technical and vocational institutions.

Vocational and technical education is crucial as not everyone can be expected to pursue a university degree. Some individuals prefer non-academic paths aligned with their passions and interests. Therefore, it is essential to have a well-developed vocational and technical training program to provide a reputable avenue for students inclined towards these sectors to

develop their skills. This holds true in Malaysia.

The pursuit of these achievements helps reduce school dropouts and enhance the skills and empowerment of students not inclined towards academics. Many students graduate without truly receiving a practical tertiary education. Even high-achieving students suffer as the expected intellectual discussions rarely occur in classes. This is an unfortunate consequence of the government's push for higher graduation rates. University admission criteria are lowered each year due to the desperate competition for students.

so choice suffers even more.

Introduction

The literature review includes relevant literature that defines the topic, gives a general overview, and discusses the benefits and various types of technical and vocational institutions. This chapter presents the different types of technical institutions available and highlights their current significance, along with the implications associated with this subject.

The purpose of mentioning the fluctuations of establishment in this chapter is to provide a clear understanding of the different types of schools available, thus highlighting the significance of this research.

Definition

Of Technical ; Vocational Institution

Technique refers to a specific way of doing something, especially one that requires learning specific skills. Additionally, it is the ability to apply practical knowledge to accomplish tasks.

According to the Oxford Advanced Learner’s Dictionary (7th Edition, 2006), an institution is described as a large and significant organization that has a specific purpose, such as a university or school. In this context, an institution is a place that caters to the educational needs of students, providing both technical skills and fundamental subjects.

The text states that vocational instruction or Vocational Education and Training ( VET ) is also known as Career and Technical Education ( CTE ) and prepares scholars for occupations that are based in manual or practical activities traditionally non-academic and wholly related to a specific trade business or career. It is sometimes referred to as proficient instruction, as the scholar straight develops expertness in a peculiar group of techniques or engineering.

The chapter discusses the advantages of technical and vocational institutions.

Research workers will emphasize the advantages of proficient and vocational education establishments. Nowadays, not everyone is expected to attend university and obtain a university degree. Therefore, having a proficient and vocational education establishment ensures that students inclined towards these sectors have a respectable channel to pursue skills in this field, which includes both proficient and vocational schools and establishments. Additionally,

The aim of proficient and vocational schools is to decrease school dropout rates and improve the abilities and opportunities for students who are not inclined towards academic fields. These institutions provide valuable skills that can lead to future job prospects, particularly in technical industries. Moreover, students have the opportunity to

enhance their skills and apply them to current advancements. Ultimately, this approach also serves as a deterrent against student dropouts.

Some students have the ability to independently analyze core subjects and pursue their preferred achievements. This enhances their learning capabilities and cultivates creative individuals for the country. Additionally, this process helps students develop skills and provides job opportunities, contributing to an active and skilled workforce.

Benefits of Technical and Vocational Institutions

Technical and vocational institutions are divided into two levels. The first level is the upper secondary level (Form 4 and Form 5), where formal technical and vocational education begins. At this level, these schools offer the same core subjects as traditional academic schools, including languages and mathematics.

Not only do students study general subjects and scientific disciplines, but they also have to select technical and vocational topics from a range of options at Secondary Technical Vocational School. There are three courses available for selection: Technical Stream, Vocational Stream, and Skill Training Stream. After completing two years of studies at this level, students will graduate.

Both proficient or vocational school students and academic secondary school students in Malaysia are required to take the Malaysia Certificate of Education (SPM) examination. However, those in the Skill Training course have an additional requirement - they must also take the Malaysian Skill Certificate (Sijil Kemahiran Malaysia). This government qualification is awarded upon successful completion of the course.

The Ministry of Higher Education oversees technical and vocational education at the post-secondary level in Malaysia. This includes Polytechnic institutes, Community Colleges, Technical University Colleges, and Public Universities.

There are currently 19 engineering schools across Malaysia offering a range of diploma and certification

programs in fields such as engineering, commerce, food engineering, marine hospitality, and design.

The government established Community Colleges in 2000 to provide alternative skill training and education for high school graduates and those who have left the formal education system. In order to enhance the reputation and professionalism of technical and vocational education, which is becoming increasingly important in the industrial sectors, the government has also established 5 technical university colleges since 1999. These colleges focus on higher technical education, offering engineering and related technical programs that aim to produce graduates with strong theoretical and cognitive knowledge, as well as high competence in practical skills. The names of these colleges are:

  • Kolej Universiti Sains dan Teknologi Malaysia.
  • Kolej Universiti Teknologi Tun Hussein Onn.
  • Kolej Universiti Teknikal Kebangsaan Malaysia.
  • Kolej Universiti Kejuruteraan Utara Malaysia
  • Kolej Universiti Kejuruteraan ; Teknologi Malaysia.

There are currently a total of seventeen public universities in the country, including these five specialized technical university colleges.

Many regular public universities, including Universiti Teknologi Malaysia, offer various programs in technology and engineering leading to diploma and degree qualifications. Meanwhile, the Ministry of Human Resources oversees the training of technician/sub-professional and craft-level students through government training agencies.

The programmes are carried out by various bureaus. Industrial Training Institutes are responsible under MARA, Ministry of Entrepreneur Development. Skills Training Institutes fall under the Ministry of Youth and Sports, specifically through Youth Training Centres. The Ministry of Welfare Services operates its own Training Centres.

The Ministry of Agriculture conducts

preparation to bring forth Junior Agricultural Assistants at the Agricultural Institute. Additionally, the Standards and Industrial Research Institute of Malaysia (SIRIM) conducts training in various specialized fields for both the public and private sectors. The National Productivity Centre also provides training in management and administration for both the public and private sectors.
