Particularly, the growing concern on the effectiveness of a simultaneous involvement of two different actors on peacekeeping and beclouding processes is an interesting phenomenon to study and worthy further research. This study thus seeks to contribute to the on-going research on EX.

Among them is that, a case study enables a researcher to closely examine the data within a specific context. Additionally, because a case study method selects a small geographical area or a very limited number of individuals as the subjects of study, it enables researchers to understand complex issues or phenomena and can extend experience or add strength to what is already known through previous research (Y in, 1984).

Despite its any advantages, critics assert that the use of a small case may lead to misleading results and or erroneous generalization of findings. The specific case studies of this study are; 1.

European Union Police Mission (UMP) and United Nations Mission in Bosnia and Herringbone (NUBBIN) 2. European Police Mission and UN Mission in the Democratic Republic of Congo These two case studies are thus the objects of analysis. For the analysis, a Top-down/ deductive approach based on the Joint Declaration on ON-EX.

Cooperation criteria notably; Planning Training, Communication and Best practices are used. The choice f this analytical axis is based on the fact

that EX. and UN peacekeeping and beclouding processes begin from the Top' (headquarter) to 'down' (field) levels.

Secondary data were used as the main sources of information. These include EX./LLC working documents like official statements and reports, handbooks, articles and resolutions.

These materials were chosen because they are open sourced and could be retrieved free of charge from the EX. and UN websites. A very limited number of academic journals were used because most of them are not open sourced. It was also not possible to conduct field rips and interviews due to limited time and lack of resources.

Despite the research constraints, the available data was adequate for formulating relevant analysis in this paper.

E) Definition of Key Terms At this stage, it is worthy to shed some light on the key terms used in this study, notably; 'Peacekeeping and 'Beclouding. I) Peacekeeping There are many definitions of peacekeeping, According to the I_JNI, peacekeeping is 'an operation involving military personnel, but without enforcement powers, established by the United Nations to help maintain or restore international peace and security in areas of conflict. 0 Clouding (1993:455) defines peacekeeping as 'field operations established by the United Nations, with the consent of the parties concerned, to help control and resolve conflicts between them, under United Nations command and control, at the expense collectively of the member states, and with military and other personnel and equipment provided voluntarily by them, acting impartially between the parties and using force to the minimum extent necessary.
