Rural regions trail behind economically and experience higher rates of underemployment.

The poor have limited access to productive assets, business opportunities, and non-farm income-generating activities. They also face difficulties in accessing microfinance services and affordable credit. Vulnerable groups, such as indigenous peoples and fishers, face their own specific challenges. Indigenous peoples have high illiteracy rates and are impacted by the encroachment of modern technology and cultures on traditional norms and practices. Fishers also grapple with a decline in catches and lack additional opportunities or skills beyond fishing.

The Population Commission reveals that the country has a staggering 30.6 million individuals living in poverty, making it the most impoverished nation in Southeast Asia. Out of this total, around 15.3 million people are classified as subsistence, unable to meet their basic food needs. This study aims to explore the factors contributing to poverty in Batac City, Ilocos Norte.

This study aimed to analyze the demographic and socio-economic characteristics of households residing in depressed barangays in Batac City, Ilocos Norte. Additionally, it aimed to explore factors that contribute to poverty and identify those individuals who are most affected by it. The research also examined suggestions provided by respondents on enhancing their quality of life. It is worth mentioning that the primary focus of this study was to determine the root causes of poverty specifically in Batac City, Ilocos Norte.

The study primarily examined the economic factors involved in poverty, but did not consider other aspects. It solely included individuals from impoverished households, identified by the barangay chairman since a comprehensive list was unavailable for the municipality. As a result, the findings cannot be generalized to the entire municipality. Moreover, there is a possibility of memory bias influencing the data collected from respondents. The study also provides definitions for the terms used in this research.

Demographic characteristics include the age, civil status, and household size of the respondent. Socio-economic characteristics indicate the social and economic status of the respondent, which is influenced by factors like occupation, educational attainment,

family type, and family income. Indigent Families in Batac City, Ilocos Norte are determined by the Department of Social Welfare and Development based on their household income level. Family Income comprises the total income earned from various sources by all members of a family.
