Several states have legalized the control of small amounts of cannabis since some of the states such as New York treat marijuana as an offense. In 1996, California was the first country to adjust marijuana as the drug and allowed for medicinal purposes. Therefore, the federal law enforcement highlights the analysis and trial of the farmers and distributors. Marijuana is not identified for the specific disease but based on particular symptoms such as nausea, appetite loss and chronic pain and it can be caused by various treatments for diseases. Some of these diseases are not reviewed, but they share general symptoms such as muscle pain, which might be relieved by Cannabinoid drugs (Benson, & Watson, 1999).

Federal law enforcement has commonly customized its efforts to aim criminal networks rather than the individual, who are against the law, especially the offenders regarded with marijuana. Legalization emerges to be the signal of the future that has filled to some of the state including Maine, and Rhode Island. Marijuana investigation has lead to the impact of use of the public health and benefit on violent criminal manner (Rubin 1975).
