What is Interstate Commerce Commission?

Interstate Commerce Commission (ICC) was a regulatory agency in the United States created by Congress in 1887. It was charged with regulating railroads and other forms of interstate transportation. The ICC had broad authority to set rates, investigate companies, and take legal action to ensure that transportation providers obeyed the law.The ICC’s powers were significant, but since its creation it has been subject to controversy and frequent legal challenges by the transportation industry it regulated. Its power gradually decreased over time and, today, its primary function is as an advisory agency to Congress on modern transportation issues.The first major act of the ICC was the establishment of maximum railroad rates for interstate commerce between states in 1887. These regulations sought to prevent rate discrimination between different shippers or routes and provide uniformity across distances traveled. The ICC also had authority to require railroads to publish their rates so that consumers could make informed decisions when shipping goods or services across state lines. Over time, the Interstate Commerce Act was amended multiple times expanding its scope beyond railroads into other areas such as highway transportation, trucking companies, pipelines, intercity busses, freight forwarders and brokers who arranged shipments by various modes of transport on behalf of shippers. The Supreme Court ruled multiple times that some ICC regulations exceeded their authority under this act leading Congress to pass additional legislation expanding their powers further including allowing them control over oil pipeline construction projects in 1906 and control over motor carriers in 1935 among others Today’s Interstate Commerce Commission has no regulatory power but instead serves as an advisory body advising on current issues related to various modes of interstate travel including waterways navigation safety standards cargo loss prevention technology cybersecurity airline passenger rights truck driver rest hours etc In addition they provide Congressional testimony regarding long term planning for infrastructure projects related to interstate travel Finally they are tasked with keeping accurate records about all industries under their purview which can be used for statistical analysis or study purposes In conclusion ,the Interstate Commerce Commission is a unique government agency with a long history of protecting consumers from unfair practices within the transportation industry. Its current role as an advisory agency provides stakeholders within modern interstate travel with valuable data insights while also helping inform policy makers about future infrastructure needs .
