The Bataan Nuclear Power Plant (BNPP) is located in Morong, Bataan and was constructed under the administration of President Ferdinand Ferdinand Marcos during the Martial Law period. Westinghouse was contracted to build the light water reactor, deign to produce 621 megawatts of electricity. This power plant was constructed under loan $600 million for two units but controversially it ballooned up to $2. 3 billion. After The Marcos’ was thrown to Hawaii, the succeeding administration, President Cory Aquino commissioned a series of assessment studies to know if the Bataan Nuclear Power Plant should be opened.
First, and foremost, serious questions had been raised by responsible parties on whether the BNPP was safe as designed and constructed. Second, there had been persistent rumours and speculation th
...at he (Marcos) had been bribed in connection with the award of the BNPP contracts. ” (Saguisag 1991) For me, as a citizen of the Philippines, the Bataan Nuclear Power Plant should not be reopened because the consequences is higher than those what we will benefit for the operation of this power plant. Although it has benefits there are more disadvantages we can get by simply opening it again.
The Bataan Nuclear Power Plant was constructed during the times when President Marcos has his cronies and it can’t be helped to assume that the plant was corrupted of the proper fund. Experts says that the plant has its sister power plant in many other countries with the same function and specification but it is in the Philippines not all the materials are followed and the conditions in the Philippines is not the same with those of the othe
countries. We know history repeats itself, if the Bataan Nuclear Power Plant was to reopen it may cause corruption with the state of the government system in the country.
It will also add up to the growing debt of the Philippines and may be a burden to the progress of the Philippines. Another disadvantage is that the Philippines does not have the advance technological and right geographical features needed for the safety of operating the power plant. We are all aware in what happened in the Fukushima Nuclear Power Plant in Japan. Japan is the leading country in terms of technology yet when earthquake struck Japan, the power plant suffered some damages and leading to meltdowns.
Japan is well prepared with its advance technology but still suffered during the earthquake and tsunami. How can we expect that the Bataan Nuclear Power Plant can endure the forces of nature knowing the status of our technology in the Philippines. There is still this issue of where the waste will be disposed. A nuclear power plant is powered by the element Uranium. Although Uranium is cheaper than coal, the waste product of a nuclear plant causes pollution to the surrounding waters and it can damage the environment.
The lawmakers in the Philippines still don’t have a definite resolution for this issue. A scientist named Dr. Caloy of the National Institute of Geological Sciences proposes to find a remote and uninhabited island and it will become the waste land for the power plant but it still can cause damage to the environment. But in the growing alternative or renewable industry in the Philippines it is not
necessary to open the Bataan Nuclear Power Plant. There are so many alternative energy possible in the Philippine with less risk than opening the Bataan Nuclear Power Plant.
There is also confusion and fear, resulting from lack of information of lack of information causing misinforming slogans and exaggeration of the opposing sides which affects the real reason why we should not open the power plant. The Bataan Nuclear still is funded by the government for its maintenance but last year the government did not allot any funds for the power plant but energy secretary, Sec. Jose Rene Almendras, is finding sources for its maintenance and mandated the National Power Corporation to maintain this plant because he believes that this nuclear power plant is an asset to the Philippines.
