Criminal justice and private security organizations are essential for maintaining safety in various countries around the world. The criminal justice system, which encompasses government institutions and practices, aims to prevent and deter crimes while also promoting social control. It involves punishing those who break the law through rehabilitation and criminal penalties (Fortenbery, 2016). However, this sector faces numerous challenges, including legal, political, conflict, power, and communication issues. These challenges extend to international concerns like terrorism (Barak, Leighton & Flavin, 2010). To effectively address the obstacles affecting both private organizations and criminal justice administration, it is important to clearly define the issues and thoroughly examine their impact.

Additionally, the ability of a group to achieve its desired outcome is influenced by the dynamics that occur during its operation. It is important to recognize that any mistakes or exceptional contributions by a team member will have a significant impact on the overall group

dynamics. Once everything is in place and everyone is in their appropriate roles, the team can begin to address the challenges that arise (Berg, 2004). Criminal justice organization leaders face pressure and difficulties as they strive for success in their careers and overall performance. Achieving high-level performance is not only a personal matter for these leaders but also a demand from the public and the individuals they oversee.

It is important for leaders to possess good and constructive attributes to overcome new challenges (Hansen-Turton et al., 2014). Negative attributes like corruption, favouritism, and laziness hinder performance, while constructive attributes like integrity and discipline are crucial for success (Hansen-Turton et al., 2014). Leaders who uphold high levels of integrity not only create a path to success, but also gain respect and honor from colleagues and subordinates (Hansen-Turton et al., 2014). To address the challenges faced by leaders in criminal justice organizations, both public and private, it is essential to prioritize integrity above all else (Fortenbery, 2016). A leader who demonstrates exceptional integrity in their administration and fully commits to the organization's mission and strategic objectives is considered ideal (Fortenbery, 2016).

Both public and private criminal justice institutions face distinct challenges. These significant predicaments include legal, political, conflict, power, and communication issues (Berg, 2004). The legal and political challenge is particularly prominent in this sector. Criminal justice organizations are involved in political and legal activities within and outside of their systems, which presents unique challenges regarding politics and the law.

It is crucial to recognize that a peaceful coexistence cannot exist without established rules and principles that individuals must follow, highlighting the importance of law enforcement. The criminal justice agencies

have the responsibility of upholding social control, preventing crime, and penalizing or rehabilitating those who violate laws. Amendments to statutes have a significant impact on these agencies. Additionally, politics play a vital role in the operation and management of criminal justice organizations, particularly because many prosecutors and state judges are elected to their positions (Berg, 2004).

The general election can bring a completely new group of leaders to the criminal justice organization. This could result in a chaotic situation within the administration. The body must not only deal with the difficult task of transmitting information and creating awareness about changes in the law and political alliances, but also ensuring that the elected officials fulfill their agendas in order to maintain their positions (In Hansen-Turton et al., 2014). Furthermore, both organizations face challenges related to conflict and power. The criminal justice organizations experience conflict among the various agencies.

The conflicts mentioned arise when agencies work together to solve crimes. The police department detains individuals charged with a crime and the court determines the punishment. The prison department is responsible for carrying out the punishment. However, disagreements often occur. The police want to remove offenders from the streets while the court believes in rehabilitating and reintegrating criminals. This causes problems within the organizations and poses challenges for leadership.

Additionally, the administration also faces challenges in communication within the criminal justice industry. Effective communication is crucial for management, but there are two main obstacles. The first is individual barriers, which refer to problems in interpreting messages. The second barrier is organizational, as the criminal justice system consists of different agencies and departments that need to communicate effectively. Alexander and West

(2012) state that difficulties can arise in how messages are received and interpreted by the intended parties. For example, the police, prison department, and court system each have their own communication methods.

The complex language used by different agencies in the sector often hinders the transmission and sharing of important information among departments and with the public. However, there is a possibility that the personnel department may interpret and implement the same message differently from its intended meaning. Consequently, effective communication becomes a major obstacle in managing criminal justice organizations worldwide (Barak, Leighton, ; Flavin, 2010).

Possible Solutions to the Challenges

Given the significant challenge posed by communication, it is crucial to develop strategies that promote consistent communication between the police force and private security organizations. These measures should be applicable to both public and private groups.

For instance, individuals who are dedicated can assist in reducing crime rates by facilitating a quick response and decreasing the number of calls for various services in distinct situations such as false alarms in non-emergency instances (In Hansen-Turton et al., 2014). Furthermore, private security organizations can also have a significant impact on emergency response by creating effective response plans and advanced strategies to coordinate responses to different instances and evacuations in both natural and man-made emergencies. Additionally, private security focuses on safeguarding critical infrastructure of countries and sharing intelligence with law enforcement, including providing timely and regular reports on suspicious activities and other unwanted behaviors (Barak, Leighton ; Flavin, 2010). Stojkovic, Kalinich, and Klofas (2014) argue that achieving amicable solutions for criminal justice organizations, including both private security and law enforcement agencies, can only be accomplished first within the organizations themselves.

The

leaders themselves should begin by examining, evaluating, and assessing the vices of economic development. Afterward, the leaders should take the initiative to commit themselves to high levels of integrity, trustworthiness, and exceptional discipline in handling staff and other important matters. Due to the rapidly improving living standards, leaders in this sector of law enforcement require competent skills that include the ability to guide, educate, and control staff while striving to achieve the envisioned goals and overall mission of the criminal justice organization (Stojkovic, Kalinich ; Klofas, 2014). Team classes and workshops should prioritize moral standards and ethics.

It is important for employees to respect society and adhere to the law (Fortenbery, 2016). Additionally, workers in criminal security agencies should undergo psychological evaluations because they may face traumatic situations that can impact their mental health (Barak, Leighton ; Flavin, 2010). Another crucial factor is the need for positive working relationships between private and public security agencies. These partnerships are valuable resources for law enforcement in the modern world. Law enforcement agencies have the necessary authority and training to enforce the law.

In summary, the significant challenges faced in leadership within the criminal justice system hinder effective decision-making. Legal matters are crucial for preserving life, maintaining peace, and promoting national unity among citizens. Consequently, criminal justice plays a vital role, and it is imperative to address any factors that impede its functions. Unfortunately, some individuals exploit their authority within the sector, causing social decay by prioritizing personal gain and fame over the welfare of citizens. To address these concerns and prevent the recurrence or persistence of such problems, leaders and established criminal justice agencies should address issues involving political

pressure, community relationships, performance measurement, and foster productive working relationships in both public and private sectors while holding individuals accountable.
