Epidemiology is the study of diseases and other health-related aspects, such as prevalence, distribution, and control. Public health involves controlling disease, promoting health, and extending life through planned efforts and informed preferences of society. It focuses on analyzing residents' health to identify threats.
The California Department of Public Health was established in 2007 following the terrorist attacks of 2001. Its main areas of focus include bioterrorism, antibiotic-resistant infections, and environmental threats. The department's primary goal is to prioritize these issues while not providing healthcare to low-income and uninsured individuals.
According to McKenzie & Pinger (2015), the department aims to strengthen community health organizations, address weaknesses in California's healthcare system, and collaborate with local health agencies to protect against environmental risks.

These activities support both local health organizations and state-operated programs like healthcare facility certification. Additionally, the CDPH's Emergency Preparedness headquarters oversees statewide disaster planning and provides funding to local health sectors for this purpose. The department has a significant role in supervising records procedures statewide. It is responsible for implementing the Medical Marijuana Program, which grants identification cards based on the Compassionate Use Act of 1996 and California Senate Bill 420. Additionally, the department manages the Kids' Plates program, which finances initiatives aimed at safeguarding children through personalized license
plates that display symbols like a heart, hand, star, or plus symbol. The program's revenue is allocated to various purposes: 50% is dedicated to child care certificates and exams, 25% supports efforts to prevent child abuse, and another 25% funds programs that aim to prevent unplanned childhood injuries (McKenzie ; Pinger, 2015).
One of the milestones is the establishment of a creative administrative headship group. All vacant senior management positions must be filled with individuals who possess distinct leadership credentials. Leadership improvement training has already been completed and leadership qualities, competencies, and skills have been identified and discussed. Additionally, a system for continuously evaluating the performance of executives is in place. Another milestone is the development of an adaptable organization and power structure (Lawrence, 2013). A supervisory power committee has been established that is trained in adjust supervision. Furthermore, an administrative sponsor has been assigned to each development team. Consequently, these milestones may assist in planning, implementing, and assessing public health achievements.
