In August 2001, President Bush approved federal funding for research on human embryonic stem cells. However, there are restrictions on this research. Specifically, it is limited to "over 60" stem cell lines that were derived from embryos with the donor's consent and were originally intended for reproductive purposes. Moreover, no monetary incentives can be provided to the donors.
The use of federal funds for deriving or using stem cell lines from destroyed embryos or creating embryos for research or cloning purposes is prohibited. Congress has enacted legislation during the past two sessions, in response to the restrictions announced by the President in 2001. Numerous bills were introduced during the 110th Congress, including H.R. Stem Cell Research Enhancement Act of 2007.

In 1998, researchers at the University of Wisconsin made a significant breakthrough in stem cell research. They identified cells from the early human embryo's inner cell mass, known as the blastocyst, and utilized them to establish early human embryonic stem cell lines. The primary objective of this research is to investigate the potential of these cells in treating diseases and conditions, as well as generating replacement tissues for malfunctioning organs or cells.
Specifically, scientists have focused on studying various diseases and conditions such as spinal cord injury, multiple sclerosis, Parkinson's disease, Alzheimer's disease, diabetes, among others.
