Purpose is to inform people of the consequences of not having phone etiquette in order to show that even though you may think it is no big deal, other people may be deeply bothered by it. The intended audience for this article is for people who overuse their phones. Overall, I don't agree that people should have to be considerate while on the phone because it is their phone and they have to pay the bill. I feel that In some situations people should not be on the phone like In the movies, or while eating dinner.
