Need to set out abroad to catch a better employment? You do not need to worry because there are agencies that are offering a ‘fly now, pay later’ campaign program. However, be careful and avoid illegal recruiters, you might be one of those victims out there. Why illegal recruitment still exists despite the prohibitions of laws? Our government cannot do anything about this for sure. Can they provide us information to let alone this kind of swindle? What is illegal recruitment by the way?

According to the Philippine Overseas Employment Administration (2004), they are also simple individual who offer and promise an eager arrival abroad. They are identified as illegal recruiters if he cannot present an ID as a licensed recruiter in an agency as well employment contract or working visa and he cannot even give enough information about his real identity like his
name and address.
The recruiter will also propose to recruit other applicants for a swift departure. In addition, he will introduce himself that he has connection with a licensed agency and he will promise the aspirant’s documents will be process at POEA. The transactions will be through door-to-door or the applicant meet up the recruiter in a public places like malls, restaurants, etc. and not in a licensed agencies. Furthermore, the recruiter cannot give any information about the job that the aspirant will be applying and requires an immediate medical examination or training without an unclear employer or contract.
In addition, the worse among worst, he will collect a placement fee and other fees without giving the applicant any receipt. According to Achacoso (2006), former POEA administrator, paraphrase that “illegal recruitment is one of the most detestable crimes a Filipino can commit to another Filipino. It so debases a man that victims including their kin suffer in the consequent loss of face and properties and possible ostracism in the community. It is a crime that has brought about misery to thousands of innocent victims and their families.
The truth about this problem causes agony in the part of the victim. For sure, the victim will suffer a lot. It is true since illegal recruitments still exist and our government cannot do anything about this. Although, the Department of Labor and Employment (DOLE) and the Philippine Overseas Employment Administration. (POEA), Non-Government Organization (NGOs), Philippine National Police, and National Bureau of Investigation are motivated to cut this kind of illegal works.
The concerns of the victims might not that loud to hear .
Nevertheless, illegal recruiter’s unlawful actions seems to be very visible since the front-runners of this campaign are losing hope in fact, until now they are not triumphant to wipe out illegal recruiters. They are still everywhere, penetrating for many target victims. Here are some ways to avoid illegal recruitment presented by Philippine Overseas Employment Administration. (2004); Masipag (2012). Do not apply at recruitment agencies not licensed by POEA.
Moreover, do not deal with fixers or any person who is not authorized representative of a licensed agency. Do not deal with licensed agencies without job orders and training centers and travel agencies that promised overseas employment. Furthermore, do not pay more than the allowed placement fee; it should be equivalent to one-month salary, exclusive of documentation and posting costs. In addition, do not accept tourist visa and do not pay any placement fee unless you have a valid employment contract and an official receipt.
If recruitment is conducted in the province, please check if the agency has provincial recruitment authority. To those who are willing to go abroad, be keen and be vigilant. If possible, check the background of the agency you are applying. Let not illegal recruiters rule the half of the nation prohibited works. Do not let others bamboozle you. Be wise, be broad-minded, and alert. Every second counts and time will come that this illegal recruitment will come into an end if only the front-runners strive hard, so hard.
