Currently, it is common for politicians to showcase their involvement in taxpayer-funded projects. In order to prevent this type of self-promotion, Senator Miriam Detensor Santiago introduced the "Anti-Epal Bill," which prohibits public officials from including their name or image on any signage related to a public works project that is proposed or already underway.
In the explanatory note of Senate Bill No. 1967, also known as the "Anti-Signage of Public Works Act," Senator Santiago stated that it is "unnecessary and highly unethical" to add the names of officials on public works projects that are funded or facilitated through their office. Senator Santiago believes that giving credit to individuals instead of the government on such projects can promote political patronage and corruption, and can diminish the
...concept of good governance continuity. The bill only allows signs and billboards that display the name, image, or logo of the local or national government agency in charge of the project. Once enacted, any official who violates the provisions may face six months to a year of jail time and be perpetually disqualified from holding public office. Malacanang supports this 'anti-epal' bill.
President Benigno Aquino III endorses Santiago's Initiative, which aligns with his stance against the typical behavior of politicians. In a press release from the Palace on Sunday, it was stated that Aquino has consistently opposed the printing of his name or image on a billboard along with a publicly-funded project, unlike other politicians who have even gone so far as to have their names displayed on local government vehicles.
