Leonel Antonio Fernandez, born on December 26th, 1953 in Santo Domingo, is the son of Jose Antonio Fernandez Collado and Yolanda Reyna Romero. He received his primary education in public schools in New York City. Upon returning to the Dominican Republic, he pursued higher education at the Autonomous University of Santo Domingo (UASD) while residing in Villa Juana during his early youth.
In 1973, Dr. Fernandez, along with numerous other Dominicans, founded the Dominican Liberation Party (PLD) because of his fascination with forward-thinking political concepts. His interest in these ideas originated from studying the works of his mentor and guide, Professor Juan Bosch.
While in university, he was engaged in a vibrant student movement during the 1970's and simultaneously held the position of General Secretary for the Student Association of the Law
...and Political Science Faculties at the Autonomous University of Santo Domingo. He actively took part in protest activities throughout this time. In 1978, he achieved an honorary postgraduate degree in Law (Magna Cum Laude), which resulted in him being honored with the "J. Humberto Doucudray" award as the highest achieving student in his class.
Dr. Fernandez's thesis, titled "The Crime of Public Opinion", gained great popularity among Law scholars and the mass media, making it one of the most requested books on the subject. This work significantly contributed to the national bibliography by exploring a complex and innovative topic for the nation. Besides this, Dr. Fernandez has also written other notable books, including "The United States in the Caribbean: From the Cold War to the Reagan Plan" and "Roots of an Usurped Power," which analyzes the Dominican elections of 1990. Furthermore
he has a vast collection of articles on Communication, Culture, History, and Law that have been published both locally and internationally.
His growing influence in intellectual circles, demonstrated through conferences, press articles, and debates, has coincided with a steady increase in prominence within his party. He began as an apprentice of the party's doctrines before progressing to become an intermediate leader. Eventually, he attained membership in the Central Committee in 1983 and the Political Committee in 1990. Within the PLD, he has held positions such as Secretary of International Affairs and Secretary of the Press. Additionally, he formerly served as director of Politics, Theory and Action magazine.
Dr. Fernandez is widely regarded for his outstanding intelligence and dedication to literature. He possesses a solid educational foundation and is recognized for his eloquent public speaking abilities. Additionally, he demonstrates exceptional competence in law and is fluent in both English and French. In 1984, Dr. Fernandez became the coordinator at the Cultural Promotion Center where he played a crucial role in organizing the Spanish Language Rescue Campaign, sponsored by the Latin Union International Organization.
He has completed several courses, including Social Transformation in Latin America taught by Professor Howard J. Wiarda from Amherst University in February 1979 and a seminar titled "Sugar Cane: Origins and Perspectives" led by Professor Manuel Moreno Fringinals from the University of Las Villas de Cuba in the same year. In addition, he participated in a course called "Updating Teaching Techniques" supported by the Department of Pedagogy at the Autonomous University of Santo Domingo in April 1980. Similarly, Dr.
Fernandez enrolled in several courses during different time periods, all with notable professors. In
May 1980, he attended the course "Contemporary Political Procedures in Latin America" taught by professors from the Central University of Venezuela, the National Autonomous University of Mexico (NAUM), and the Mexican College. Later in October of the same year, Fernandez studied "Political Economy and Economic Crisis" under the guidance of Professor Pedro Lopez Diaz from NAUM. Additionally, in February 1981, he took part in the course "Multinationals and Communication Systems" alongside Professor Armand Mattelar at the University of Paris.
In addition, he took part in various courses. In 1983, he attended Professor Ezequiel Ander-Egg's "Sketch of Social Investigation" course. In the same year, he also studied the "Foreign Policy of the United States of America for Latin America" course taught by professors from the Center for Investigation and Lectures on Economy. Furthermore, in March 1986, he completed the "The Roads to Execution in Dominican Law" course at the Catholic University Madre y Maestra Catholic University. Dr.
Fernandez's love for journalism is evident through his attendance at a Journalism for Minorities course at Columbia University in September 1984 in New York City, despite not having professional experience in the field. He has written columns for El Siglo and El Nuevo Diario newspapers and has made contributions to Listin Diario, a daily newspaper based in Santo Domingo. Furthermore, he held the position of Chief of the International Section for Vanguardia del Pueblo, the official organ of the Dominican Liberation Party.
Fernandez, a highly influential figure in academia, has held various teaching positions at the Autonomous University of Santo Domingo. He has been a Professor for courses such as 'Introduction to Social Science', 'General Sociology', and Fundamentals of
'Communications Sociology'. In January 1981, he served as a Professor for a postgraduate course titled 'Ideology and its Impact on Behavior' in Community Psychology. Later that year, in December, he also taught a course on Political Currents and Contemporary Philosophies at the Philosophy Department of the Humanities. Moreover, Dr. Fernandez has made significant contributions to the field.
Fernandez is currently a faculty member at the Latin American Faculty of Social Science at the Dominican State University. He has actively participated in various national and international events, including representing the university as a delegate in the First National Seminar on Communications, Population and Development sponsored by UNESCO in 1983. Moreover, he gave a lecture at the First National Symposium on Delinquency organized by the Latin American Institute of the United Nations for Felony Prevention. Additionally, Dr. Fernandez is a member of the Latin American Research Association in Pittsburgh. Furthermore, he received recognition for his political and personal achievements in 1994.
Fernandez was chosen by the Dominican Liberation Party as their vice-presidential candidate to run alongside Professor Juan Bosch. Later on, party members elected him with a substantial majority as the candidate for the Presidency in the 1996 elections, which he won, making him the first PLD member to become Head of State. Since assuming office on August 16, 1996, President Fernandez has taken significant measures to empower the Dominican Republic to have a more active role in the current global arena, which is experiencing noteworthy changes in world trade.
President Fernandez was actively involved in international affairs, participating in important events such as the United Nations General Assembly and various summits with leaders from Latin American
and Central American countries. He also visited friendly nations like Venezuela, Mexico, Costa Rica, Nicaragua, and Panama to enhance cooperation and promote a friendly atmosphere within the region. Moreover, President Fernandez aimed to expand the Dominican Republic's participation in cooperative organizations like CARICOM, Lome, and the Central American Common Market.
Internally, President Fernandez has redirected public investment funding towards social expenses, particularly focusing on the education and public health sectors. Additionally, he has initiated initiatives aimed at generating employment opportunities, such as providing financial aid to micro, small and medium-sized businesses, establishing new duty-free zones, and implementing a dynamic strategy to attract foreign investments. Concurrently, his Administration is enacting a program to reform and renovate State institutions.
In addition, he has prioritized combating poverty through implementing various social projects and regional development programs. His efforts to facilitate a National Dialogue, in which people from all sectors of the country participate, have not only allowed the Dominican Republic to collectively and interactively seek solutions to its main challenges, but also attracted attention from other nations interested in promoting innovative methods of democratic participation.
