In Colombia, various public and private institutions such as the Ministry of Commerce, Industry and Tourism, Chambers of Commerce, guilds, and the Private Competitiveness Council have been involved in addressing competitiveness. However, it was not until the last two administrations when the agenda of competitiveness at the departmental level was fully consolidated with the creation and enhancement of the National System of Competitiveness, Science, Technology and Innovation.

The establishment of the Integral Performance Index and Departmental Competitiveness Index has provided a comprehensive evaluation of competitiveness at the local level.

The collective efforts of national governments, the international community, civil society and the private sector have collaborated to increase optimism and possibilities for individuals globally. The objective of this initiative is to enhance the participation of civil society in attaining the MDGs. Although we acknowledge that formal monitoring channels and resource development are essential for achieving these objectives, we also understand that social entrepreneurship competitions can offer resolutions to numerous ongoing societal issues. Our goal is to act as a platform for disseminating innovative ideas and executing strategic measures in order to address and resolve social problems. The project will be implemented through a four-tier system of competitions.

The focus of Tier 1 is on planning, while Tier 2 emphasizes research. In Tier 3, there are training and workshops available for specific disciplines, and Tier 4 consists of a one-month competition.

Our proposal suggests using Tiers 2-4 to achieve the objectives of this solicitation. The Social Entrepreneurship Center (SEC) plans to establish a research

department responsible for creating a curriculum that offers training and workshops for young social entrepreneurs interested in participating in the annual competitions.

Through utilizing existing data, the Social Entrepreneurship Center aims to design a continuing education curriculum that exposes participants to various topics including extreme poverty, universal primary education, gender equality, child mortality, maternal health, environmental sustainability, and global partnerships.

The social entrepreneurship research center provides resources to support field expertise and connect individuals with institutions. Their workshops target individuals under 25 who have the potential to positively impact their communities. They also assist formal institutions in addressing social problems within their communities. Research topics include sustainable hybrid organizations, disorganized welfare mixes, the role of social economy in a changing world, conceptions of social entrepreneurship, mixed welfare systems and hybrid organizations, theory in social enterprise research, public policy in Latin America, business models, and the UNDP Eight MDGs. The Social Entrepreneurship Center plans to create a training course specifically for young social entrepreneurs focused on addressing the eight MDGs. Each country committee will be responsible for implementing these trainings. The MDGs encompass eradicating poverty and hunger, achieving universal primary education, promoting gender equality and empowering women, reducing child mortality rates, improving maternal health care, combating HIV/AIDS and other diseases like malaria, ensuring environmental sustainability,and fostering global development partnerships.Participants in the competition can choose which MDG they want to focus on when developing their business or project plan. After attending trainings and workshops, participants present their plans to a panel of judges who will select the top project.

To enable civil society to become catalysts for change through innovative competitions. After each competition, the SEC seeks to leverage social

media to disseminate the experience and encourage new participants for the subsequent yearly competition.
