A survey was conducted to study the opinions of executives regarding different factors related to the downtown area in Tulsa, specifically census tract 25 and the inner dispersal loop. Business firm executives located within the inner dispersal loop were sent a mail survey that included Case Exhibit 9.1's Executive Opinion Survey questionnaire consisting of ten questions. Questions 1-10 aimed to explore executive attitudes towards various aspects of the downtown area, with dimensions pertaining to questions 4, 5, 6, and 9 highlighted through specific information provided.

Two methods are used for randomly selecting elements from strata. The first method determines the number of elements drawn from each stratum based on its size relative to the full population. The second method involves sampling a non-proportional number of elements from each stratum. Data was obtained from the Oklahoma Employment Security Commission and a confidential source listing the square footage of firms in the CBD to carry out this sampling process. Larger firms were identified, and then divided into two groups or strata.

Within the inner dispersal loop, there were a total of 154 major firms in the first stratum.

The survey involved distributing 219 questionnaires, of which 101 were returned from the first stratum and 118 from the second stratum, resulting in a response rate of 61%. To encourage participation, all selected companies received an advance notification letter and a cover letter containing the questionnaire with the signature of the Chamber of Commerce president.
