As higher value-added industries emerge, Technical Vocational Education and Training (TVET) must develop a workforce that is globally competitive and adaptable to industry demands. These changes have had an impact on the workplace and workforce in the 21st century, focusing on three fundamental aspects: leadership, processes, and organization (Chowdhury 2000).

Leadership

Shackleton (1995) defines leadership as the process through which an individual influences group members to achieve organizational goals. Leaders should effectively communicate their vision and strategies to the workforce, addressing their needs and values to overcome resistance towards change. Chattell (1995) suggests that future leaders should be capable of handling dynamic agendas and perceiving the future as something that can be determined rather than predicted.

f their own emotions and those of others in order to guide the workforce towards achieving goals. This is particularly important for TVET within the organization. Effective leaders play a crucial role in promoting innovation and creating a dynamic culture that defines a successful organization. It is essential to find the right fit of individuals and cultures to maximize individual productivity, creativity, and overall organizational success. In the field of TVET systems and workforce development, leaders need to become more democratic and open in decision-making and embrace the leadership style of the 21st century, known as transformational leadership. Additionally, they should prioritize providing support to ensure that the workforce is well-trained and equipped with various skills.

Training establishments such as MIC, NESC, UTT, and UWI need to be able to develop squad edifice, instill moral values, and foster citizenship within the establishment and among their students.

Educators, policy makers, and business leaders of these establishments should also possess 21st-century skills: communication, collaboration, creativity, and critical thinking. Leaders of the future should be bold enough to give equal attention to both hard issues (structure, system, and technology) and soft ones (people and culture).

According to the McGraw-Hill dictionary, a process is a system or series of continuous or regularly occurring actions taking place in a preset or planned manner to produce a desired outcome. A process strategy is an organization's approach to transforming resources into goods and services. (Heizer & Render, 2004).The process is the main connection between input and end product of a system, whether it is demand driven, supply lead, open or closed loop, it is the 'heart round' of the system. The process should focus on core activities. Chowdhury (2000), identified four critical areas that will have significant impact on the twenty-first century organization:

  • Grassroots education,
  • fire prevention,
  • direct interaction and
  • effective globalization.

Education should involve training of the entire staff without discrimination, from the president to the worker on the factory floor, twenty-first century customers demand perfection and uniqueness in products and superior service in connection with these products. Essentially organizations need to respond to different markets by adapting products, services and processes to local demands. During the nineteenth century, industries such as Hydro Agri, Petrotrin, and Phoenix Gas in Trinidad & Tobago were using linear equipment to control processes. Operators utilized tacit knowledge and the processes to fine-tune loops, monitor and

control variables to minimize disruptions in the process.

With the use of new and emerging engineering, PID (relative, built-in, and derived functions) accountants are now being employed to supervise, control, and tendency early perturbations and make adjustments to maintain the proper point of the procedure variable. This technological advancement enables industries to monitor complex processes efficiently with minimal downtime. In Trinidad ; Tobago, workforce development can adopt this concept of PID accountants by implementing strategies to manage the forces of supply and demand.

CAMS (Competency Assurance Management Systems) is a well-established system that identifies the methods and procedures used to ensure that employees/trainees develop the awareness, skill, and knowledge necessary for effective performance at their designated work location.

This system can be used as a crucial tool in workforce development to enhance innovation, ensure technological readiness, and improve labor market efficiency. To compete as a training provider in today's era, Metal Industries Company (MIC) must move faster, streamline their decision-making process, and enhance their responsiveness. The transformation process involves developing a new vision and cultivating new mindsets, systems, and activities that will significantly change the institutional landscape of Technical and Vocational Education and Training (TVET) systems and Workforce Development (WFD).

Organization

The Oxford Dictionary defines organization as the gathering of individuals for a specific purpose. Organizations bring people together to provide structure and order to tasks performed to meet the needs of others because cooperation is necessary in the environment.

To stay competitive, an organization must regularly evaluate its values and practices to ensure they align with corporate strategy. In a fast-paced corporate environment, organizations must be able to adjust these behaviors to maintain a competitive edge. Failing to adapt and

holding onto outdated behaviors will lead to failure for the organization. Individuals who grasp the dynamics of change and embrace proactive approaches will thrive in this uncertain world. In the 21st century, both the strategy and structures of an organization need transformation.

According to Atkinson (1985), firms must increase their flexibility in order to adapt quickly to changes in technology and the market. It is crucial for organizations operating in T & T to stay informed about global workplace changes in order to remain competitive. Within the organization, TVET will play a vital role in WFD. Instead of enforcing a simplistic approach that focuses solely on the right design or 'fit', the workplace now needs to adopt a more holistic approach if it wants to overcome these challenges and maintain its position as a global leader. The world recognizes T & T as a developing country, which necessitates a unique type of twenty-first century citizen in the workplace. This individual must possess qualities such as innovation, entrepreneurship, community focus, civic-mindedness, ethics, critical thinking skills, and the ability to creatively confront various challenges.

Effective communication is essential in all professional relationships. Previously, the flow of communication within organizations was primarily from managers to employees. However, due to the impact of globalization and evolving workplaces, companies now prefer a more comprehensive approach to communication that fosters employee involvement. This shift towards holistic communication is also evident in both local and international T & T industry firms such as BP and Petrotrin. These organizations have adapted by replacing traditional job titles like 'Managers' with 'Team Leaders', thereby promoting teamwork and integrating progressive business practices.

MIC has also invested in foreign training

and new technology and training programs that will create conditions for innovation and sustainable growth. It is important for organizations to constantly reassess their workforce, ensuring that there is a diverse range of skill levels, depth of expertise, and adaptability.

Decision

As the needs of the industry continue to evolve and expand, the role of TVET and WFD within Trinidad and Tobago's focus on industrial development must also be transformed. For many years, TVET and WFD have been emphasized as an effective mechanism to eliminate or mitigate the various social and structural challenges faced by exposed organizations.

The re-branding of WFD and repositioning of TVET as a tool in the process of sustainable economic development, however, has emerged as a feasible and practical perspective. WFD calls for a more responsive TVET system. To achieve this, there needs to be increased collaboration between WFD and the TVET systems. Lifelong learning, combined with a high-quality education and WFD system, is necessary for the industry.

T has made strides in international cooperation, creating new legal frameworks, criteria, guidelines, and processes aimed at achieving a modern workforce. These global policies would bring about changes and accommodations in administration schemes, leadership styles, and business procedures. To stay ahead in today's global market, leaders in T&T must identify and solve problems before they arise, rather than seeking a solution when the problems become apparent. In order to remain competitive, organizations should assess their value and practices to ensure they align with global strategy. Processes need to be monitored, controlled, and evaluated to produce high-quality outcomes that meet international standards. This would position T&T to tackle the challenges posed by rapid technological advancements and increasing

competition on both a regional and international scale.

Once T&T is able to capitalize on the advantages of a cognition-based economic system through an efficient WFD and TVET system, the state is on track towards achieving developed status and increased economic prosperity.
