The ministry of finance is implementing a

new financial management information system on all the governmental institutions through a private IT company, the system was installed on 6 sites and tested by an internal team from the ministry of finance but now the ministry of finance project manager needs to take the decision on behalf of the government to accept the system and rolling it out to all the governmental institutions.

In this case the project manager can ask a research team consists of an IT and functional consultants to study the implemented system and compare it with the requirements and the government needs in order to take a good decision. The solution of creating a web site and making changes has not produced the desired results. As the real problem is undetected and should be identified through research. Through research all possible causes of the problem will be identified as it may be related to the employees! A scientific research of the problem situation will help to know the problem and solve it.
