Terrorism is an international issue that contains several perceptions by different individuals. Different people pose different opinions about the use of force to defeat terrorism. The issue has personal, state and international arguments. As a result, the use of military force to counter terrorism has two sides with different opinions. Therefore, one can address these opinions using the three levels-of-analysis. These levels of analysis are individual, state and the system level of analysis.
Regarding the individual level of analysis, only thirty-seven percent of the world‘s total population claims that the use of overwhelming military force is the way to defeat terrorism. On the other hand, more than sixty percent say that relying on military force creates hatred that leads to more terrorism.

Arguments opposing the use of military force in curbing terrorism include its trend of driving underway methods that influence terrorism. Other people argue that the use of military force accelerates secret ties among terrorists and cause persistent civilian casualties.
In addition, the use of military forces creates a hatred environment that makes terrorists retaliate with the military forces and the innocent citizens as a method of showing revenge. This action increases issues of terror and makes terrorism a continuous problem tha
affects many people in the world. The two sides of this issue have meaningful and outstanding claims that require a rational way of thinking to make the government decide on the best strategy to employ to combat terrorism.
The state level of analyzing this problem emerges in cases where different countries use their strategy of counter-terrorism. These states may differ in opinion towards the use of the military force to solve this issue. Advocates of the use of the military force outline that the application of this method to combat terrorism provides a necessary solution after a tragic event. The people that support the authorization of the military forces to counter terrorism offer a legitimate response to a domestic issue that needs an action.
In addition, the difference in the argument of these individuals claims that the use of military force helps in deterring future terrorism by creating an impression of national power. This public opinion on terrorism as a global issue is an international ideology that affects the whole activity of reducing or minimizing terrorism. The military forces have the responsibility of carrying out justice whenever a horrible event arises within a nation. Individuals that support the use of the army force finds try methodology being useful in sustaining national morale and national prestige.
Regarding the system level of analysis, the international anarchy plays a significant role in determining the behavior and the opinion of states on this problem. An example of this level of analysis is the provision of a right by the UN Security Council to authorize the military force to combat terrorism by enhancing intelligence cooperation. International Institutions and Global Governance pose an enormous
impact on the way states and individuals deal with this problem.
These institutions determine the side of a state or an individual in most of the global issues. From the above discussion, one can deduce that the use of the military force to counter terrorism is a valid opinion. Using military force meets the public and media demand for tough actions against the sponsors and culprits of terrorism. The use of the War model offers the likelihood of imposing a psychological setback that damages the leadership and cohesion of the terrorists.
