Corona's tax-free allowances were revealed by Araceli Bayuga, the Supreme Court's cash, collection and disbursement division chief, during her testimony as a defense witness. Bayuga explained that Corona received his various allowances in cash and would only issue a certification instead of a receipt when he spent them. This practice has been followed by the High Tribunal, including the chief justice, associate justices, and even officials and employees of the SC, for the past 40 years.
She stated that for nearly four decades since she joined the court, all allowances have not been included in the taxable income. In the past decade, Corona has earned P21.6 million, with only P5.8 million being salary while the remaining amount consists of allowances, bonuses, and other fringe benefits. ...ts, such as longevity pay, PERA (Personal Economic Relief Assistance), representation allowance, transportation allowance (RATA), extraordinary miscellaneous allowance, monthly special allowance, additional cost of living allowance, productivity incentive benefit, clothing allowance, year-end bonus, cash gift loyalty, cash awards, and extraordinary miscellaneous allowance from the Presidential Electoral Tribunal (PET).
Corona was also given emergency economic assistance, anniversary bonus, Christmas cash gifts, additional cash gifts, rice allowance, groceries, and other benefits. However, a member of the prosecution secretariat stated that Corona cannot consider the entire P21 million as his income over the past 10 years because some portions of it are allowances meant for carrying out his duties as a member of the judiciary. Girlie Salarda testified in the impeachment court that Corona received P2 million allowances during his time as a member of the HRET from January 2, 2007, to February 27, 2008, and from April 29, 2009, to May 2010.
