The only way to control factions and prevent them from becoming a tyranny is to form a republican government

Need to for a strong national army rather than state armies because state armies would try to compete with each other

People shouldn't be worried about tyranny but anarchy. Both the states and the federal government will both have problems but by seperating the power with the larger government,there is more unity.

The government needs to a republican form of democracy and power needs to derive from the people
