What is the difference between the electoral college votes and the popular vote?

The electoral college is when the citizens of the state vote and are tallied up to and whomever has the majority vote, that is whom the state votes for all together. The popular vote is each individual citizen voting for whom they believe is fit to be president and whoever wins, becomes president. The electoral college has more influence over who becomes president. A person can win the electoral college vote and not the popular vote but no president in american history has won the popular vote and not the electoral college.

What happened during the 2000 Bush vs. Gore election in Florida?

Gore had won the popular vote in Florida but the electoral college vote was too close to confirm a nominee. The Florida Supreme Court called for a recount. Prior to the recount, Gore had been winning in votes. However, The United States Supreme Court decided this violated the Equal Protection Clause of the Fourteenth Amendment thus giving Florida's vote to Bush, which was ultimately won him the election. The court vote was 5-4, five republicans, four democrats which in turn created quite the controversy for if Gore had won Florida, he would have won the election.
