DA Form 2166-9-1A

The initial face-to-face counseling assists in developing the elements of the rated Soldier's duty description, responsibilities, and performance objectives. 3-4a

Comments related to safety, individual and unit deployment readiness, energy-informed actions (see para 3-5b(2)(k)), support of behavioral health goals, support of the EO and Equal Employment Opportunity (EEO) Programs, and goals for fostering a climate of dignity and respect and supporting the SHARP Program will be included on all support forms.

The rater will conduct a face-to-face counseling session with the rated NCO and initiate DA Form 2166-9-1A within the first 30 days of the rating period. AR 623-3 pg. 36

This performance is evaluated in terms of rated NCO compared against other NCOs, of the same rank, the rater currently (and previously) rates. Comments (bullet format for DA Form 2166-9-2 and narrative format for DA Form 2166-9-3) are mandatory and should compare the performance of the rated NCO with his or her contemporaries during the evaluation period. For DA Form 2166-9-2 and DA Form 2166-9-3: In part V, block a, the senior rater will assess the rated NCO's potential compared to all NCOs of the same rank. This assessment should be based on NCOs the senior rater has previously senior rated and those in their current senior rater population. No more than 24 percent. AR 623-3 p.41

The narrative for part V, block b on DA Form 2166-9 series (NCOER) may be based in part on the rated NCO's final DA Form 2166-9-1A. However, the choice of what to enter on the NCOER is ultimately up to the senior rater. AR 623-3 p. 42

The supplementary reviewer has the overarching role of ensuring compliance with the evaluation reporting process, policy guidance of this regulation and procedural guidance in DA Pam 623-3, the accuracy of the completed report, and ensuring non-uniformed Army rating officials provide clear, concise, and effective written communication, focused on the rated Soldier's career and professional development, which allows effective decision making by HQDA.

b. Bullet comments. Bullet comments are mandatory regardless of the box check rating given (at least one bullet will be entered in each block of c through i). Standardized rules apply to bullet comments on NCOER. Bullet comments will— (1) Be short, concise, to the point. Bullets will not be longer than two lines, preferably one, and no more than one bullet to a line. (2) Start with action words (verbs) or possessive pronouns (his or her); personal pronouns (he or she) may be used; use past tense when addressing how the NCO performed and his or her contributions made during the rating period. (3) Be double-spaced between bullets. (4) Be preceded by a small letter "o" to designate the start of the comment. Each bullet comment must start with a small letter unless it is a proper noun (name) that is usually capitalized. (5) Support the box checks by rating officials. (6) Use a specific example only once; therefore, the rater must decide under which attribute and/or competencies the bullet fits best (or is most applicable).
