Is TIF an efficient Electronic Data Interchange (EDI) tool? This case study examines the application of TIF in Los Angeles County.
Local governments often use property tax as a tool to influence economic development and business location decisions. Farris & Horbas (2009) argue that offering economic development incentives (EDIs) is beneficial for local governments, with Tax Increment Financing (TIF) being a commonly used EDI. TIF aims to promote economic growth, provide affordable housing, reduce blight, and fund infrastructure projects. Its main goal is to stimulate growth and increase the property tax base in a way that benefits taxpayers and the city in the long term. TIF operates by using revenue growth within a specified district to cover infrastructure expenses and drive economic expansion, generating additional revenues. ...new growth without requiring tax hikes. Despite facing criticism from various angles according to Farris & Horbas (2009), TIF has become a popular public policy choice for local governments. Nevertheless, there is limited empirical evidence supporting its effectiveness in fostering economic growth. This thesis aims to investigate the impact of TIF and evaluate its efficacy in achieving the desired objective of economic growth by examining its influence on economic indicators such as growth rates, property values, and areas unaffected by TIF or with overlapping governance structures.In order to thoroughly understand the impact of using TIF as a policy tool for driving economic development, this study will examine both social and economic aspects. The research will primarily focus on analyzing how TIF is implemented in Los Angeles County, specifically within the city of Los Angeles. To accomplish this goal, the
