According to Wright et al (2016), the white House national foundation has recently launched crucial initiatives with an aim of increasing the number of student Americans who reach high school level to advance to postsecondary certificates and college programs. The initiatives aim to improve in state policy and budgeting as well as including good tracking of college completion rates (Fowler, 2011). These initiatives also include financial incentives which enable colleges to participate in educational practices which enable improvement in success of students in completing degrees and certificate programs. These initiatives have been triggered by the problem of low rates of postsecondary certificates and college completion rates which has been a major deficiency in American higher education performance (Fowler, 2011).

Since many students who seeks postsecondary certificate, initiatives to improve secondary to college transfer rates needs to incorporate policies and practices that conclusively address college affordability and transfers. If these policies fail to address the critical issues, their effectiveness will be limited as will have failed to reflect the constraints and real life situations facing those students struggling to earn postsecondary certificates (Wrightet al, 2016).
Community colleges are the most important since they enroll students with low income, those who are members of underrepresented ethnic or racial groups as well as those who are first in their families to enroll to the college (Baldwin, 2013). Financial aids which helps to increase the rates of educational achievements for the underrepresented students from ethnic and racial groups is key for ensuring a well-educated workforce and population. Since these students’ starts at community college, the major goal of state higher education policy is to enable affordable and efficient path for those students who inspire to go for postsecondary education (Baldwin, 2013).

Therefore in this condition of increasing costs, students from underrepresented groups face a lot of financial challenges and the only strategy they use to pursue to attain postsecondary certificate is to first get enrolled in to community college for the first few years (Fowler, 2011).

However, in those community colleges, increase in tuition fees pose a lot of financial difficulties to median income families in the states. Community colleges are most critical for the underrepresented students as they offer them with opportunities to achieve post-secondary education (Lancellot et al., 2016). The collect board reports shows that over the last two decades tuition charges in at two-year public institutions has rapidly increased than the general rate of inflation. This has really reduced transfer rates from high school to the colleges. Due to this, most disadvantaged students are not able to cope with rising tuition. In addition to cost issues, there is unfair treatment of white American students and black American underrepresented minority students which creates barrier for black American students from attending postsecondary education. According to the earlier studies, white American students have attained postsecondary education as compared their black American student counterparts (Baldwin, 2013).
Another challenge to increasing rates of transfer

from high school to college is the lack of college preparatory curricula in all high schools which enhances students persisted rates. Due to this reason, high school grades for the students are not substantial to influence white students and which has no significant relationship for African American (Lancellot et al, 2016). This indicates that major academic effort for increasing continuity for students of color which is in the area of increasing availability of advanced courses.

U.S. The forecasts shows that by 2018, about 63 percent of the jobs will command postsecondary certificate or degree and if college completion rates would not increase then the nations would face shortage of labor supply (Johnson, 2013). With more students attaining postsecondary certificates, the number of jobs requiring would increase hence benefiting the state’s economy since college graduates pay more taxes and they do not depend much on social service programs.

Motivation of high school students’ population for better performance

It is worth noting that regular high schools motivate group contact during the class meetings (Rendon, 1995). This is a greatly advantage to those students as it increases their experiences. The paper is based on giving solutions to opportunities and challenges in teaching ecological social resilience to increase rate at which the high school students join colleges. The students have been discovered to have developed the positive attitude towards the academic work due to introduction of the online learning programs. Many of the students are assumed to perform better as time goes up simply because computers and other technological methods are developing more interest to the students on how they could perfect their studies (Dunn & Kalleberg, 2016).
