The 'Older Americans Act' was signed into law on July 14, 1965 by President Lyndon Baines Johnson establishing the Administration on Aging as a part of the Department of Health, Education and Welfare. The census conducted in 1998 estimates the approximate number of 'Older Americans' or those 60 years of age are older is 270 million or 1/16 of the entire population. (The Administration on Aging and the Older Americans Act 1965 amended; paraphrased) Stated is that the AoA administers "key programs at the Federal level mandated under various titles of the Older American Act.
Programs are of the type the provide supportive services for older Americans remaining in their own homes, Title III is related to nutrition and transportation as well as the senior center, promotion of health and homemaker services. States are divided into 'Planning and Service Areas (PSAs) and while this structure is workable it often res
...ults in only skeletal staff and half-met needs of the older Americans in need of the services. State Agencies provide funding to 'Area Agencies on Aging' (AAA) The AAA contract private groups to provide services.
Supportive services are stated to be classified as follows: (1) Access Services: information and referral, outreach, case management, escort and transportation; (2) In Home services: chore, homemaker, personal care, home-delivered meals and home repair and rehabilitation; (3) Community Services: senior center, congregate meal, day care, nursing home, ombudsman, elder abuse prevention, legal, employment counseling and referral, health promotion and fitness programs; (4) Caregiver Services: respite, counseling and education programs.
Title IV of the 'Older Americans Act" funds are awarded for the support of research initiatives, and demonstration and training programs. President George Bush signe
the "Older American Act Reauthorization Bill" on the 17th day of October 2006. This bill is H. R. 6197 which was passed unanimously by the House. The analysis of Penny Hommel examined the bill "specifically for changes and implications for legal services and Legal Service Developers.
Changes in Title II include newly added provisions in re-designation of responsibility for elder abuse prevention and services and focuses on the establishment of a National Center on Senior Benefits Outreach and Enrollment as well as focusing on data collection requirements and adds a provision related to institutional placement of individuals who are at risk.
It is very important that these provisions remain under scrutiny and they are implemented in the lives of older Americans. It cannot be denied that the changes in Title II calling for more research and data analysis to support provisions of the act are valid requirements that are much needed in knowing the precise direction to take in the present and in the future in light of providing services and assistance to the older American population in the United States.
