According to Senator Albert Beveridge of Indiana, government should only be with the consent of mature individuals who can govern themselves. The Filipinos were likened to children who required protection. President William McKinley argued that if left alone, anarchy and misrule were inevitable, and it was the responsibility of the US to educate and civilize them. Beveridge and McKinley's assertions were sound.
