- Russia had hesitated to authorize Austrian intervention in Italy - Here in 1821 the issue was resolved - Austria was able to march into Naples

- Metternich was worried by liberal revolutions in Spain and Naples - He called to the Holy Alliance to meet - They did so with unofficial British and French delegations in 1820 - They issued the Protocol of such, led by Tsar Alexander - Resulted in Austria restoring Ferdinand I in Naples and France restoring the Spanish regime

- Final postwar conference, in 1822 - Primarily to resolve the situation in Spain - Britain withdrew from joint action, but Austria, Prussia, and Russia agreed to support French intervention in Spain - France squashed the revolution in Spain and occupied it until 1827

Lenient before 100 days, with larger boundaries and no reparations - Unified Poland under the tsar of Russia - Great Britain got many of France's colonies, Austria got Lombardy and Venetia, Prussia got the Rhine and wanted Saxony, and the low countries were united under the Dutch - Balance of power issue: all the great powers wanted to keep the others in check
