For example, a friend of mine who is a teacher in a public school used to help a student after each period. The student didn't pass the course because he didn't get the material right. The student thus, ends up blaming the teacher for failing to teach the material the right way to the student.

I believe the more income a teacher would receive the better performance they would deliver. A low income sometimes forces teachers to teach the subject normally without effort.
