Principles of the Congress of Vienna

1. create a balance of power in Europe so no single state was so strong that a coalition of other states could not defeat it. 2. legitimacy--the goal was to install leaders who would be seen to have a legitimate claim. This often meant looking for a monarch within the same ruling family. 3. conservatism--a desire to conserve institutions and customs. The French Revolution was seen as having disregarded long-standing institutions which was seen as the reason for France's descendence into the Reign of Terror. 4. Compensation--there would be a redistribution of territory, but if a state gave up something, there was supposed to be some sort of compensation. 5. buffer states
