I guess it has to do with the morals of people. A homeless will steal and dumpster for survival and desperation to eat and have shelter. As for criminal they dumpster dive and steal because they choice to. It is a way of life for them. Its a bad choice, but its the easy way out for them.

What is the difference between a dumpster diver and a can scrounger?
He makes it clear that he is somewhat better than other Dumpster Divers because he has morals and ethics when scavenging
How did Eighner lose his wealth?
i think it had something to do with him being fired from the mental institution and him being evidected from his apt. it says that in the very beginning. and then it says that he moved to LA but i dont know if he went there already broke or did something happen in between
