- Bush lost the popular vote by less than 300, but Bush won the Electoral College vote, which is what is needed to win presidency. - A president is not elected by a national popular vote. Presidential elections in the U.S. are not national elections, they are 50 simeltaneous state elections. Every state elects electors. These electors then vote for president. If electors were based on state populations alone, then Gore would have won the national and electoral vote. But electors are not based on population alone. Every state gets a number of electors based on population, plus two more. Its those two more that skew close elections from the national popular vote.
