costs a lot, not very efficient. program getting a lot more expensive. a lot of ppl use medical services when not needed doctors could overcharge doctors and hospitals paid on basis of government-approved payment plan that can change at any time. people don't want to cut medicare because it would be unpopular. could get rid of medicare and have doctors and hospitals work for government. let people take medicare money and buy health insurance from private suppliers Clinton used surplus to spend 794 billion on prolonging Medicare's life and adding many new benefits.
