He also feared Joseph Stalin he advocated pre-emptive air strikes on both China and the Soviet Union. Tojo became prime minister on 16th October 1941 and ordered the attack on Pearl Harbor on 7th December, 1941.

Japan progressed towards democracy movements known as 'Taishō Democracy'. However, parliamentary government was not rooted deeply enough to withstand the economic and political pressures during the Depression period, and its state became increasingly militarized. This was due to the increasing powers of military leaders - the fact that Japan was used to a feudalistic existence.

first the league failed to do anything when japan occupied Manchuria and then only gave a slap on the wrist by voting to not recognize Manchuko's independence and only to recommend that Japan return Manchuria to China..Japan walked away from the league..showed their unwillingness to take drastic action
