Romeo is speaking to Juliet laying in the coffin as if she is dead. He points out details of her face that resemble a living, breathing person, but he doesn't understand that she is really alive. The reason why this is dramatic irony is because Romeo thinks Juliet is dead, but the audience knows she is alive (just in a deep sleep).
