To acquire more power and wealth for his King. He was referred to as a Regent-Louis chief counselor/minister because he probably extremely wealthy and educated so Louis XIII doesn't see a need to be educated. He wants to gain more power for his King so by default he will get that power also. Regent is a term to use to describe someone who rules on behalf of a child. Even as an adult, Louis XIII didn't take away the Regent.
