The original Constitution does not call for direct popular election of the president by voters. It calls for the president to be elected by an electoral college.
Every four years, following the November presidential election, each state’s legislators choose presidential electors who must be equal in number to the state’s members of the U.S. House and U.S. Senate. The only exception is Washington, D.C., which is allowed to choose 3 presidential electors. Members of Congress cannot be electors.
