Admiral Saito Makoto
worked hard to create image showing that he cares about the koreans—> all for world opinion
– starts cultural policy—> giving more freedoms to the Koreans, freedom of assembly and press—> to a degree. Relaxation of controls.

– Society for the Promotion of Korean Production – was inspired by Ghandi’s ideas & said we must produce own good – they must only buy things from Korea – but did not say boycott Japanese things all together b/c he would be arrested (during 1920’s)

Taft-Katsura Agreement
secret agreement – Japan won’t interfere w/ American expansion in Asia – Japan & America will trade

Peace Preservation Law
said that the Japanese just want peace and to keep the peace the Japanese police have to find the troublemakers and get them before they do bad. They think this is how to get peace. Gives police increased powers, can arrest “trouble makers” before they do anything. Only arrest Korean.

sex slaves, forced girls ages 12 – 20 – 2 provide comfort 4 Japanese soldiers
– Told they would be treated well & given clothes & work – only 25% survived, diseases, beaten, raped
– Served 10-33 men a day
